The Wadden Sea National Park of Lower Saxony
Since 1986, the tidal flats, salt marshes and beaches along the Lower Saxonian coast and most parts of the East Frisian Islands are protected by a National Park (NP) law.
In Germany National Parks are established by the federal states (here: Lower Saxony). The district authority of Weser-Ems in Oldenburg is responsible for the administration of the Wadden Sea National Park of Lower Saxony. The National Park Administration (NPA) was set up as a special department in Wilhelmshaven, including 5 sections of responsibility:
planning
protection and monitoring, supervision
science and research
public relations and environmental education
administration in general, finance
Currently the NPA staff consists of 26 employees, with Mrs. Irmgard Remmers being head of department. The staff has scientific and / or technical qualifications in the sectors of biology, geography, nature and landscape planning and protection, agriculture and related branches, complemented by management and clerical assistants, a graphic designer and an environmental educationalist. The NPA has also a branch on the isle of Norderney, with a ranger as connecting link between NPA and the outside area.
The NPA is closely co-operating with several authorities, institutions and NGOs in the Wadden Sea region, in priority:
- 15 visitor centres (10 at the coast, 5 on the islands), run by the local authorities in cooperation with NGOs, financially supported by the NPA
- the Federal Office for Coastal Protection and Water Management (NLWK)
- 6 full-time rangers
- about a dozen conscentious objectors, supporting the rangers
- about 60 voluntary rangers
- local, district and health resort authorities
- police / coast guard
- NGOs
- universities and other scientific institutions
Tasks and functions of the NPA
- The NPA works out guidelines, drafts and programmes for the further development of the NP.
- Salt marsh management: In cooperation with farmers and authorities for agriculture, it was achieved that by now more than 50% of the salt marsh area is out of cultivation
- The NPA co-ordinates various research projects carried out by universities a. o. in the Wadden Sea. Based on the research results, programmes for animal and plant protection are developed
- The NPA supervises the NP regulations, by agreements and in accordance with the needs and demands of coastal protection, farming, fisheries, hunting, sports and tourism
- The NPA gives its opinion on plannings and measures that may affect nature and landscape in the NP
- To visitors, the NPA offers a wide range of information about and within the NP, as well as environmental education and experience, to mention leaflets and booklets, exhibitions, videos, compact disks, the NPA homepage, hiking paths and nature trails, signs and boards, as well as training for rangers and other nature guides.

- Area leaflets for the individual islands and coastal regions, involving a map showing the different conservation zones, paths and trails, vantage and viewing points. In addition the leaflets offer particular information for the journey (by train / bus / ferry / bicycle) and accomodation, recommendations for sports and other leisure activities and, if available, information on facilities for disabled people. Last not least there are proposals for nature hikes and guided tours.
- Topic leaflets: "Dear guests and visitors" (how to move and behave suitable for nature and landscape, plants and animals), particular leaflets for dogowners, watersport enthusiasts, kiteflyers, about seals and whales in the NP, about salt marshes, dunes and tidal mud flats and about the small, uninhabited islands of Mellum, Memmert and Minsener Oog.
